Sometimes you just need to see what is in the IE file, without having to perform more complicated operations. Then the tools called IE Viewer come in handy. IE viewer is some kind of simple tool that only allows you to view the contents of the IE file. You have several options to view the contents of the IE file:

The first important thing is that you will need to download and install a dedicated application that supports the IE format on your device. If you still cannot see the contents of the IE file, but also don't see the need to install dedicated software, then there are other solutions. A lot of file formats contain plain text data or packed data. In this case, you can try to open your IE file with the simplest text editor, for example with "Notepad". This solution does not guarantee that the problem will be solved, but it will often allow you to view the data in the IE file to some extent.
As in the case of Notepad, you can also use the data archiving program. Check if you can open your file with eg Winrar.
