If you haven't been able to preview the contents of the PE3 file yet, or you don't want to install any dedicated programming to handle these files, you can try something else. Many file types are simply text files or data archives. In this case, you can try to open your PE3 file with the simplest text editor, for example with "Notepad". This solution does not guarantee that the problem will be solved, but it will often allow you to view the data in the PE3 file to some extent.

The second way is to use a data archiving program. Try to open your file with e.g. Winrar or Winzip. If the file is a data archive, you should see what individual files it consists of. Go to the information page about the PE3 file extension. to see what kind of data it contains.
