If you still cannot see the contents of the ROM file, but also don't see the need to install dedicated software, then there are other solutions. A large proportion of the data formats are simply archives or plain text files. If this is the case, you can try to preview the contents of ROM file with "Notepad". I can at least to some extent let you see the contents of the file with the extension ROM.
The second way is to use a data archiving program. Open Winrar or Winzip and try to unpack your file. If the file is a data archive, you should see what individual files it consists of. Go to the information page about the ROM file extension. to see what kind of data it contains.
