In this case, you can try to open your VSI file with the simplest text editor, for example with "Notepad". This does not guarantee success, but in most cases it will allow you to see the contents of the VSI file to some extent.
As in the case of Notepad, you can also use the data archiving program. Open Winrar or Winzip and try to unpack your file.
