To edit 3DA file, we strongly recommend installing software that works with 3DA files. There are many tools known as 3DA Online Editors, but it is not certain that they operate in a way that keeps the data contained in the file safe.

Definitely the best solution. Try to open the 3DA file with one of the programs and it will see if you can edit the 3DA file. It's safest to download the software from the developer's website. Some file formats are just plain text files that you can open with Notepad. However, such manual editing of the 3DA file or any other file may result in damage to the file.
