If you still cannot see the contents of the GPL file, but also don't see the need to install dedicated software, then there are other solutions. A large proportion of the data formats are simply archives or plain text files. In this case, it is likely that you will be able to view the contents of GPL with a normal "Notepad". This solution does not guarantee that the problem will be solved, but it will often allow you to view the data in the GPL file to some extent.

The second way is to use a data archiving program. Try to open your file with e.g. Winrar or Winzip. If the file is a data archive, you should see what individual files it consists of.
